The point of departure for vulnerability assessments and interventions lies in the question, ‘‘Vulnerable
to what?’’ When answering this question, attention should be paid to trying to investigate the singular
or most important cause of vulnerability, identifying where and how different drivers and pressures
interact and lead to vulnerability, and the available capacities to cope with threats. This exercise shows
